Paul Sin, Ph.D.

Paul is an associate director at BlockZero Advisors, where he shares his in-depth experience of blockchain and AI applications, particularly as it relates to trade finance, central bank digital currencies (CBDCs), and other real world use cases. With over 25 years of experience in application of emerging technology and digital transformation of financial institutes and central banks.

Prior to working with BlockZero, Paul was Director, Technology and Transformation of New World Development, which covers all IT functions across the group, including property development, shopping mall, commercial leasing, retail, infrastructure, healthcare, insurance, etc.  He also served as the advisor for associated FinTech and venture capital businesses. He also served as the Partner of Deloitte Consulting, leading both the FinTech practice and Asia Pacific Blockchain Lab.  He drove the first trade finance DLT platform development for Hong Kong Monetary Authority (HKMA) and 12 leading banks.  He also led the first cross-border insurance blockchain deployment in the China Greater Bay Area, CBDC in Singapore for the Monetary Authority of Singapore (MAS) and SGX (Project Ubin), regional supply chain traceability platform, etc. Paul also supported the establishment of 10+ virtual and digital banks in Hong Kong and Singapore, covering strategy, regulatory compliance, and technology.  He is well known among central banks, regulators, and incubators globally in FinTech strategies, CBDC and SupTech, with clients across Asia Pacific, Middle East to Eastern Caribbean.
